New York Transco is powered by a dedicated team of approximately 40 professionals with expertise spanning engineering and technical operations, construction, project management, community relations and public affairs, business development, and more. Together, we work to deliver reliable, innovative transmission solutions that strengthen New York’s energy grid.

Our Officers

Joris has served as President of New York Transco since March 2026, overseeing the company’s overall strategic direction, performance, and P&L.
In this role, he is leading New York Transco’s continued growth into the bulk electric transmission developer of choice for New York State, while cultivating partnerships with regulators, supply chain companies, and stakeholders.
A central focus of his leadership is aligning high-performing internal teams with trusted, senior-level external relationships to deliver critical infrastructure that powers New York’s clean energy future.
An internationally experienced energy executive Joris brings deep expertise in the energy sector, with a proven track record of originating, structuring, and delivering largescale, complex energy and infrastructure projects. He is known for his passion for deal-making, strategic execution, and mobilizing teams to turning ambitious ideas into reality.
Previously Joris worked for over 17 years at Shell, including many years at Atlantic Shores Offshore Wind as the company’s President and CEO.
Joris graduated cum laude with a degree in Industrial Engineering from Eindhoven University of Technology. He is based in Brooklyn, New York, where he lives with his wife and three daughters.

Paul Haering

Vice President, Capital Investments

Paul is Vice President of Capital Investment for New York Transco LLC., which was formed in 2014 and is comprised of affiliates of New York State’s investor-owned utilities. In his role, Paul leads the company’s growth strategy and oversee a team of engineers, planners, and operations experts focused on strengthening New York’s electric grid. This includes advancing innovative transmission projects and ensuring the reliable operation of New York Transco’s existing infrastructure and assets. New York Transco’s purpose is to plan, develop, and own new high-voltage electric transmission facilities that will enhance the current capabilities of the bulk electric power system across the state.
Prior to his current role, Paul worked for Central Hudson Gas & Electric for over 33 years and retired as the Senior Vice President of Engineering and System Operations. He holds a bachelor’s degree in Electrical Engineering from Manhattan College; earned a master’s degree in Electrical Engineering from Polytechnic University; is a graduate of the GE Power System Engineering Program; and earned an Executive MBA from Rensselaer Polytechnic Institute.

Peter Rooney

Peter joined New York Transco in 2024 as Vice President of Project Management & Construction, bringing decades of success delivering major energy and infrastructure projects across the U.S. Previously, Peter was Vice President of Project Management and Execution at Eversource Energy, where he led the terrestrial buildout of wind generation in New York and Rhode Island—including transmission lines, substations, and converter stations.
Peter has played a hands-on role in moving major power, transmission, and clean energy projects from concept to completion. Peter is a Long Island resident and holds a Bachelor of Engineering from the City College of New York.

Vice President, Project Management & Construction

Thomas Schram

Thomas joined New York Transco as General Counsel in June 2026, and oversees all legal, regulatory, and corporate affairs for the company. As chief legal advisor, he partners closely with executive leadership on strategy, governance, risk management, and complex transactions.
Thomas brings deep energy industry experience, advising on regulatory and policy matters and leading negotiations for strategic transactions. He is recognized for resolving complex issues and integrating legal strategy with company and commercial objectives. He has extensive experience representing developers and contractors in litigation, arbitration, and other dispute resolution forums.
Prior to joining New York Transco, Thomas was with EDF power solutions. He began his career in private practice representing construction industry clients on major energy and infrastructure projects across North America.
Thomas earned his B.S., summa cum laude, from Winona State University and his J.D., cum laude, from the University of Minnesota Law School. He is based in Brooklyn, New York, where he lives with his wife and two sons.
